How to Pay Your Water Bill

1. Online Payments

  • Use the Dare County Citizen Self-Service portal to pay by credit card or e‑check.
  • Payments are typically processed immediately, but must be completed before midnight on the due date to avoid late fees or service interruption.

2. By Phone

  • Call Dare County Water Department toll-free at 1.888.693.5395
    to make payments via credit card or e‑check for an immediate response.

3. By Mail or Bank Draft

  • Send a check made payable to Dare County Water Department:

  • Payments must arrive by midnight on the due date to avoid penalties.

4. In Person

  • Pay at a Dare County office. Fees include a 2.95% surcharge on credit card payments (minimum $2.50) and e‑check convenience fee ($1.25).

Billing Schedule

  • Quarterly billing cycle for Kitty Hawk accounts: bills are mailed in March, June, September, and December.

  • Dare County’s water system serves multiple water systems including Kitty Hawk, supply from five main treatment plants using processes like reverse osmosis, nanofiltration, and softening.

Paper forms are no longer accepted as of mid-2022; all requests must be submitted using online forms, except for hydrant meter applications that can still be mailed in Dare County.


Reporting a Leak or Requesting Credits

  • Leak adjustment requests are accepted if repairs are documented. Dare County may credit billing based on average past usage at the wholesale water rate rather than full retail rate Dare County.
  • Customers can request up to two leak adjustments per year, with proof and timely submission required.
