The administrative staff oversees the daily operations of the Town. It includes the Town Manager, Town Clerk, Management Assistant, and an Office Assistant/Receptionist. Andy Stewart, Town Manager

Andy joined the Town in January of 2016. Most recently Andy served as the Assistant City Manager for the City of Satellite Beach in Brevard County, Florida and as the Assistant City Manager for the City of Auburndale and Town Manager for Dundee, Florida. He holds a Master’s Degree in Public Administration and a Bachelor’s in Accounting from the University of Central Florida.

Andy is married to Ricki Stewart who is a native of the Outer Banks and has two children Elizabeth and Paul.

“I have been to the Outer Banks on many occasions while visiting family and I have always had a great appreciation for the culture and diversity of this area. The Town seems to be very stable and this made applying for the position attractive to me as professional manager. I am looking forward to a long tenure with the Town of Kitty Hawk and working with the Mayor, Town Council, employees, and residents to continue moving the Town in a positive direction and providing quality services to the residents of Kitty Hawk.”

Lynn Morris, Town Clerk

Lynn is a graduate of Radford College with a B.S. in Recreation Administration. While in college, she interned for the City of Radford and was hired after graduation by the City’s Parks & Recreation Department. She moved to the Outer Banks in 1983 and began work for the Town of Kitty Hawk on March 5, 1987 as a Receptionist. In September of that year she was promoted to Town Clerk.  In addition to her responsibilities as the Clerk, Lynn also served as personnel benefits coordinator during that time until July 2004.

Lynn has attended numerous classes at the School of Government and League of Municipalities sponsored classes and workshops concerning Property and Liability Insurance, Health Insurance and Personnel Law.  She is a member of the North Carolina Association of Municipal Clerks and the International Institute of Municipal Clerks. Lynn enjoys helping the Town Council, citizens, and co-worker’s with their document and information needs.

Sandy Hawley, Office Assistant/Receptionist

Sandy and her husband Eddie moved to the Kill Devil Hills in the fall of 1983 (even before we had a bowling alley!) from northern Virginia. Before moving to the Outer Banks, Sandy worked extensively with multi-handicapped children and young adults, and her family even sponsored a little boy named Danny. Sandy also managed four plant departments for Safe Way Stores prior to moving.

Since arriving on the Outer Banks, Sandy has worked at Planters Bank, Belk for eight and a half years (won top sales award for 5 years), Currituck schools, Eastern Carolina Bank, and even managed a small office before finding her niche at the Town of Kitty Hawk. She began with the Town in July of 2002 and serves as the Office Assistant/Receptionist at the Town Hall.

Sandy and Eddie now reside in Currituck. Their daughter Rachel is a 2004 graduate of Currituck High School. She graduated from the University of North Carolina-Greensboro in 2007 with a bachelor of arts in political science with a minor in geography. She is currently working on her Masters of Public Affairs degree with a concentration in local government management also at UNC-Greensboro, and Mom and Dad couldn’t be prouder!

Melody Clopton, Management Assistant

Melody Clopton joined the Town of Kitty Hawk in December 2010.  Melody has many years of Human Resources and administrative experience in a variety of industries including Legal, Retail, Non-Profit Health Care and Government.

Ms. Clopton earned a Bachelor’s of Fine Art degree from Virginia Commonwealth University in Richmond, VA and also holds the Senior Professional in Human Resources (SPHR) certification from the Society of Human Resources Management.

After dreaming of living on the Outer Banks her whole life, Ms. Clopton made the move in 1999. She resides in the Town of Manteo.
