The administrative staff oversees the daily operations of the Town. It includes the Town Manager, Town Clerk, Management Assistant, and an Office Assistant/Receptionist. The administrative staff directory is below and contains e-mail addresses. If you wish to send e-mail to one of these staff members, simply click their e-mail address. Andy Stewart, Town Manager

Andy joined the Town in January of 2016. Most recently Andy served as the Assistant City Manager for the City of Satellite Beach in Brevard County, Florida and as the Assistant City Manager for the City of Auburndale and Town Manager for Dundee, Florida. He holds a Master’s Degree in Public Administration and a Bachelor’s in Accounting from the University of Central Florida.

Lynn Morris, Town Clerk

Lynn is a graduate of Radford College with a B.S. in Recreation Administration. While in college, she interned for the City of Radford and was hired after graduation by the City’s Parks & Recreation Department. She moved to the Outer Banks in 1983 and began work for the Town of Kitty Hawk on March 5, 1987 as a Receptionist. In September of that year she was promoted to Town Clerk.  In addition to her responsibilities as the Clerk, Lynn also served as personnel benefits coordinator during that time until July 2004.

Lynn has attended numerous classes at the School of Government and League of Municipalities sponsored classes and workshops concerning Property and Liability Insurance, Health Insurance and Personnel Law.  She is a member of the North Carolina Association of Municipal Clerks and the International Institute of Municipal Clerks. Lynn enjoys helping the Town Council, citizens, and co-worker’s with their document and information needs.

Sandy Hawley, Office Assistant/Receptionist

Sandy moved to the Outer Banks in 1983 from Fairfax, Virginia to be closer to the beach she so dearly loves. She accepted a job at the Kitty Hawk Town Hall in July of 2002 as the Office Assistant/ Receptionist, AKA the Town OAR. She likes to say she is the Wal-Mart greeter as she is the first contact you have when you come to the Town Hall. Sandy loves the Town so much she not only works for it but also resides there. She says she can work, sleep, and hunt for her beloved sea glass all in the same zip code!

Melody Clopton, Management Assistant

Melody Clopton joined the Town of Kitty Hawk in December 2010.  Melody has many years of Human Resources and administrative experience in a variety of industries including Legal, Retail, Non-Profit Health Care and Government.

Ms. Clopton earned a Bachelor’s of Fine Art degree from Virginia Commonwealth University in Richmond, VA and also holds the Senior Professional in Human Resources (SPHR) certification from the Society of Human Resources Management.

After dreaming of living on the Outer Banks her whole life, Ms. Clopton made the move in 1999. She resides in the Town of Manteo.
