 Its Next Police Chief

This is an exciting opportunity to work and live in North Carolina’s beautiful Outer Banks.  The Town of Kitty Hawk, year-round population of 3,700 and up to 20,000 seasonally, is seeking qualified candidates for the position of Police Chief. The current Chief will be retiring after 30 years of qualified service.

Position Summary

The successful candidate will be an experienced, proven, law enforcement leader who can develop a clear vision of community policing for the future of the Town and foster policies, practices and programs that will ensure the Kitty Hawk Police Department becomes the premier department in the area.

The candidate must be an out-of-the-box thinker and approach challenges in an innovative manner.  He or she must demonstrate experience in delegation, mentoring and creating opportunities for growth, training, and career development while embracing principles of  servant leadership. The candidate must have the ability to successfully collaborate throughout the organization as well as within the community. Highly effective communication skills are essential. The successful candidate will foster a transparent environment both within and outside the organization.  He or she must be goal oriented and possess high standards for self and others in a culture that will encourage excellence, integrity, and accountability.

Duties and Responsibilities

The Kitty Hawk Police Chief is responsible for the overall management and administration of the Town’s Police Department, including directing day to day departmental operations and establishing overall departmental policies on law enforcement and related matters; developing short and long-range goals; and creating and managing a departmental budget of approximately $3.5 million.  The Police Chief serves as a member of the Town’s senior management team and Emergency Operations Command staff and reports directly to the Kitty Hawk Town Manager.

Qualifications

The qualified candidate will have a minimum of 10 years of progressive law enforcement experience, to include 5 years of senior leadership experience; a bachelor’s degree with a master’s degree strongly preferred; a valid NC driver’s license, or the ability to obtain within 60 days of relocation. The position requires certification as a Police Officer through the NC Criminal Justice Education and Standards Commission. The Town of Kitty Hawk, on the northern Outer Banks of North Carolina, is now accepting ocean rescue lifeguard applications for the 2023 summer season. Kitty Hawk Fire Rescue is an USLA advanced open water lifeguard agency. As part of Kitty Hawk Fire Rescue, Ocean Rescue Lifeguards provide a vital level of protection and service to the Town’s beachfront.

Ocean Rescue Lifeguard base pay is $18.00 per hour.

Applicants must:

  • Be 18 years of age
  • Able to swim 500 meters in 10 minutes or less
  • Run 1 mile in 10 minutes or less
  • Possess a valid driver’s license
  • Pass a pre-employment drug screen

Mandatory paid training academy starts May 15 which consists of First Responder and Advanced USLA training.

Competitive pay starting at $18.00 per hour.

Town of Kitty Hawk Seeks Administrative Services Director

The Town of Kitty Hawk, located on the beautiful Outer Banks of North Carolina is actively seeking qualified applicants for an Administrative Services Director.

The exciting and multi-faceted leadership position works under the direction of the Town Manager and serves as the Town’s Human Resources, Safety/Risk Management, and Public Information Officer.  The position also provides oversight of the Town’s Information Technology function and supports Town programs, initiatives, and special projects.

The successful candidate will have a minimum of ten years of experience in Human Resources management, preferably with some experience in Local Government; the ability to effectively communicate both verbally and in writing; be proficient in the use of current office technologies and possess skills necessary to create graphics files, manage Town social media and website.  It is imperative the candidate have the ability to multi-task and be hands on.  Demonstrated interpersonal and relationship building skills are also essential.

Other requirements include a bachelor’s degree and five years of supervisory experience or equivalent combination of education and experience.  Valid NC Driver’s license and acceptable driving record.  IPMA-HR or SHRM certification strongly preferred.

The Town of Kitty Hawk, year-round population 3,800 and up to 17,000 seasonally, is currently accepting applications for a qualified Police Officer.

Responsibilities include:  Enforcing state statutes and municipal ordinances to protect and serve the Town. Patrolling Town to maintain order, prevent crimes, and protect life and property. Responding to calls for service, conducting preliminary and follow up investigations through interviews and gathering and securing of evidence and attending Court.

Minimum Requirements:  Any combination of education and experience equivalent to graduation from high school and completion of North Carolina Basic Law Enforcement Training. Must meet the requirements to be certified as a law enforcement officer in the State of North Carolina by the North Carolina Education, Training, and Standards Commission.

NOTE: Police Officer Trainees will be provided paid training to complete North Carolina’s Basic law Enforcement Program.
