The Town of Kitty Hawk is looking for a skilled and service-oriented Building Inspector & Code Enforcement Officer to join our Planning and Inspections team.

What You’ll Do

This position plays an important role in protecting the safety, quality, and character of Kitty Hawk. Responsibilities include:

  • Inspecting residential, commercial, and industrial construction for compliance with the North Carolina State Building Code
  • Reviewing plans, issuing permits, and conducting inspections
  • Serving as the Town’s Code Enforcement Officer and investigating zoning and Town Code complaints
  • Working with property owners, contractors, architects, engineers, and residents to resolve compliance issues
  • Administering the Town’s erosion and sedimentation control program
  • Serving as a CAMA Local Permit Officer
  • Conducting post-disaster damage assessments
  • Supporting a collaborative, professional, and service-focused Town team

What We’re Looking For

Level III certification is preferred, but candidates with Level II certification and the experience and ability to achieve Level III certification within three years will be considered.

Successful candidates will have experience in building construction and/or inspection, knowledge of North Carolina Building Codes, strong communication skills, and the ability to interpret plans, investigate complaints, document findings, and work effectively with the public and professionals.

Required certifications and qualifications include:

  • Valid North Carolina driver’s license
  • Level III certification, or the ability to obtain required Level III certifications within three years
  • Ability to obtain Certified Floodplain Manager designation within five years
  • Ability to obtain CAMA Local Permitting Officer certification within two years

This is a full-time position based at Town Hall, with a regular Monday–Friday schedule of 8:30 a.m. to 5:00 p.m. The hiring range is commensurate with experience and certification level.

Lateral Police Officer Opportunity!

Lateral Transfer – Be a certified police officer with an agency in North Carolina and have completed the one-year probationary period or have had a break in service of fewer than 12 months from a North Carolina law enforcement agency.

Out-of-State Transfer – At a minimum, out-of-state candidates must have two years of full-time, sworn law enforcement experience and have completed a basic law enforcement training course accredited by the state from which they are transferring to be considered for transfer to a North Carolina law enforcement agency. Out-of-state transferees cannot have a break in service exceeding three years.

At a minimum, they must also complete the Legal Unit and any other identified training of the Commission-certified Basic Law Enforcement Training (BLET) Course and successfully pass the BLET state examination within their 12-month probationary period.

All out-of-state transfers are considered Probationary Appointees who must meet the requirements stated above before being issued Probationary Certification as a law enforcement officer.

Documentation required to consider training requirements:

  • A letter from your previous law enforcement agency detailing your dates of FULL-TIME, sworn service, and that you are in good standing.
  • A copy of your Basic Law Enforcement Training (BLET) course certificate of successful completion.
  • A topical breakdown/syllabus of the courses, in credit hours, that you completed in BLET.

Candidates will be required to be fingerprinted, complete a background investigation, undergo drug testing, and undergo medical and psychological screening. The hiring process includes a panel interview and a one-on-one interview with the Police Chief.

Police Officer starting pay begins at $64,095.35. Lateral Police Officers will be hired within the Town of Kitty Hawk Police Officer pay plan at the level and salary commensurate with their experience and qualifications, up to Senior Officer.
