The Town of Kitty Hawk is located within North Carolina’s coastal zone and is subject to the Coastal Area Management Act (CAMA). This legislation is designed to balance growth with the protection of sensitive coastal environments.
As part of CAMA requirements, the Town has adopted a CAMA Land Use Plan, a long-range planning document that guides future development, land use, and environmental protection efforts in areas of environmental concern (AECs). The plan reflects local priorities while aligning with state coastal management policies.

Many land-disturbing activities within designated AECs, such as oceanfront areas, estuarine shorelines, and soundside properties, require a CAMA permit.
Minor CAMA Permits
The Town of Kitty Hawk is authorized to issue Minor CAMA Permits for qualifying activities. A CAMA Local Permit Officer (LPO) is available at Town Hall to assist with applications.
