The administrative staff oversees the daily operations of the Town. It includes the Town Manager, Town Clerk, Administrative Services Director, and our Administrative Planning Assistant.

Melody Clopton, Town Manager
Melody Clopton joined the Town of Kitty Hawk in December 2010. Melody has many years of Human Resources and administrative experience in a variety of industries including Legal, Retail, Non-Profit Health Care and Government.
Ms. Clopton earned a Bachelor’s of Fine Art degree from Virginia Commonwealth University in Richmond, VA and also holds the Senior Professional in Human Resources (SPHR) certification from the Society of Human Resources Management.
After dreaming of living on the Outer Banks her whole life, Ms. Clopton made the move in 1999. She resides in the Town of Manteo.

Laura M. Walker, Administrative Services Director
Laura Walker joined the Town of Kitty Hawk in March of 2023. Laura has a diverse background in Human Resource Management starting her career with the Walt Disney Company and working for International organizations such as Alcoa. She has also worked in Association Management and Professional Service Firms.
Laura holds a Master’s Degree in Human Resource Management from Rollins College in Winter Park Florida and a Bachelor’s Degree in Communications from the University of Central Florida. She has been certified as a Global and Senior Professional of Human Resources by HRCI and a SHRM Senior Certified Professional.
Laura has been in the Outer Banks since February 2017, settling in Southern Shores.

Alsu Lewis, Administrative Planning Assistant
Alsu Lewis joined the Town of Kitty Hawk in March 2024. She has over 20 years of customer service experience in a variety of industries including banking, restaurant and non-profit.
Alsu holds a Bachelor’s Degree in Business Administration from NC Wesleyan University. She loves Outer Banks beaches and has been living here with her family of five since September 2004. She enjoys giving back to the community and you can often see her volunteering at local events.

Lauren Garrett, Public Information Officer/Town Clerk
Lauren Garrett joined the Town of Kitty Hawk in May 2024. She has 14 years of professional experience in operations management, financial analysis, marketing, and business administration in real estate and property management.
Prior to relocating to the Outer Banks from Asheville, North Carolina in 2010, Lauren also worked in government contracting in aerospace and industrial manufacturing. Lauren holds a Bachelor’s Degree in Psychology with a minor in Business/Marketing from Radford University.
Lauren resides in Powells Point with her husband and pets.
