The Recreation Committee advises the Town Council on recreation-related matters within the Town. It is comprised of five members appointed by Town Council. The committee meets on the last Tuesday of July and on an as needed basis the last Tuesday of January, April, and October, at the Kitty Hawk Town Hall.

The committee’s mission is to:
- Develop a recreation policy for town council approval within the parameters of G.S. § 160A-353.
- Serve as a liaison between the town council and the citizens to ascertain their desires for recreational facilities, their type and location.
- Make recommendations for the establishment of a recreation program for the townspeople that will be commensurate with the area, the available funds and the desires of the citizenry.
- Identify areas for possible use as parks, playgrounds, pedestrian and bicycle trails, water areas and other recreational uses, and recommend improvements to these areas for such use.
- Identify and recommend sources of state and federal funds and the acquisition of private, state and federal property for recreational facilities and usages.
- Advise on other recreational activities as requested by the town council.
